I am planning to build a PC very soon and I have no area to work on that doesn't have carpet, so can place down a sheet of plastic on top the carpet? Will this stop any static electricity?
It's best to set the computer up on a table. It's just more comfortable to work with. If you're worried about static electricity run a PSU over to where you're working and leave it plugged in but turned off. Give it a tap every now and then and the ground wires it's plugged into will take away your static discharge.
Taps on sinks will also do this. Don't worry too much about static electricity.

I don't need one I'll only use once and not again until I upgrade or build a new PC. Sounds like a waist of $15 for me. Instead I'll just ground myself every 5-10 minutes.
If you don't have a workbench, can you use the dining room table? Just put down some newspaper or something to prevent scratches. Maybe it's because I'm getting older, I find not having to crouch down or bend over anymore than I have to a plus. lol
