Motherboard USB DEVICE OVER CURRENT STATUS error on boot

Hello, first of all before describing my problem, I`d like to post what I have done to try to solve it.

There is no extra usb plugged in the motherboard besides the one from the back, which is not touching anything metallic, the usb pins inside the mobo that are not in use are note bent or touching anything at all, and All I have plugged in is a Keyboard (non usb) video card, cpu , memory and hard drive.

When I boot the computer, it does the regular booting beep, then it does more beeps to indicate the error, which show on screen. 'USB DEVICE OVER CURRENT STATUS, SHUTDOWN 15 SECS"

I did all testing inside and outside the case, there is no metal/plastic parts missing, the 2 usb connectors inside the motherboard have the blue pins(jumpers?) on them (that came with when they are not in use) and I also tried plugging a usb cable from the front panel in both pins and it also gave me the error.

I`ve read everything in the internet twice, almost went to the deepweb for answers ....

All information I found was regarding something shorting the usb pins, slots, entrances, cables etc , but I have used the motherboard in the beginning of this year once and it worked (had to switch mobos, cpu was not supported by my model, so I got a newer model from asus, now the newer model is exchanging for a working one, meanwhile I got a mobo that came defective, changed it, the second one came with the same defect (so back to the old one), my cpu fried along with my PSU and now I have a new cpu (older model) with an older mobo trying to make it work).

Double checked if my new PSU supports everything, if MOBO supports the CPU and video card. All ok.
3 months without using my computer, and counting...

Any help is well appreciated :)

I double checked the jumpers and the usb ports are not damaged.

Already tried with nothing but cpu and memory (1) and keyboard, since I dont have a vga cable for the onboard video i had to listen to the beeps and it did the same thing, and shut down after 15 seconds.

Also removed the speaker and had the same results...
