Cheap PC for basic, amateur video editing

A friend needs a new computer and the most intensive thing that he'll be using it for is basic video editing. Starting with Windows Movie Maker and has the idea of maybe someday upping to more serious software. But will still mainly do basic, not very extreme video editing.

Is it possible to build a PC for under 500€ for that? Already got Windows, monitor and other peripherals, so we're only talking about case + insides.

Would it be possible to run Adobe Premiere on such a machine? Again, he won't be doing stuff that requires top i7 CPUs and SLI Titans :) And he's patient - so if rendering takes a while, that's not really a problem. Just that it does run and that the experience with the interface itself is smooth and not a lag-fest. Max resolutions will be 1080p, as far as I know.

So this setup would even work for Adobe Premiere? (With the parameters of usage stated above)

Also, sorry for being a bit difficult, but could I trouble you with a build that has an Intel CPU instead of AMD? He's kind of an Intel fanboy and it would take quite some convincing for him to accept an AMD CPU.

Intel build, this is as high as I can go in terms of CPU power. I tweaked it up a bit to get the highest grade of power for your friend :), if he wants to add a GPU, he will have enough to supply a GPU down the line. This is actually more powerful than the AMD one, didnt know I could go this high lol.
