Poor GPU performance

Hi guys.
My 2 year old laptop with i5 3210M, Nvidia GeForce 610M and 8 GB 1600MHz DDR3 RAM, has started getting really poor GPU performance. I know the know the GeForce 610M isn't the most powerful graphics card, but it used to run Skyrim on high settings at 1366x768 at about 30 FPS, but now it's getting 5 FPS! The Intel HD 4000 graphics run a lot better than the Nvidia GPU now. I have done a lot of operating re-installs on the PC, here's my history, Windows 7 Home Premium - Windows 8.1 - Mac OS X Mavericks - Windows 8.1 Pro - Windows 7 Ultimate - Windows 8.1 Pro - Windows 7 Ultimate. I do think this started after the Mac OS X install. Could it be some of the data from Mac OS X is still on my HDD? Because even after you delete and reformat the drive, some of the data is still being kept on the HDD, and I do not fill my hard drive up with a lot of data.
I do plan on getting a 250 GB Samsung 840 EVO SSD, and re-applying Thermal Paste

It sounds like there is a problem with thermal throttling. Most likely your gpu cooler is clogged with dust, has a failing fan, or needs new thermal paste. If you have the latest drivers, it is unlikely that you OS hopping would make any difference. Don't worry about old files or OSX remnants.
It is also possible that when you were running OSX, the osx drivers could have literally cooked your gpu by forcing it to run too hot.

No it isn't the thermals, the temperatures are fine. If it was thermal throttling the game would run like bad after a couple of minutes, it just runs bad. It couldn't be the OS X drivers, as I ran the Nvidia GPU disabled on OS X, and didn't install any drivers.

That's definitely odd. What are your GPU temps before and after you start a game?
You could have a corrupt driver, but that should be fixed by reinstalling which I'm assuming you have already done.
There could also be a problem with how your system switches between GPU's. Are you using optimus or some manual/bios switch?
The only other thing I can think of would be some mod that is misbehaving in Skyrim-have you looked into that possibility?
