If it is what the seller claims then it is an ok deal for the price. It should perform the same as any other GTX 650. It will definitely be entry level, but much better than any integrated graphics. Most games should be playable at low-medium settings.

It's quite low-end, but seems to be pretty cheap.
Are you going to be gaming with it? If so, it might be good enough to run most games just barely, though nowhere near max settings.
What is your budget?

Looks like a reference GTX650, it would depend on what you want to do with the graphics card as to if it would be good or not. If you are looking for gaming I would look for at least a GTX750 ti. That GTX650 just wont give you that good of gaming performance on any current game.

I haven't tried it myself, but from what I see of that game's requirements, you should not have any trouble.
