SSD OS Partition frequently runs out of space. Easiest fix?

I was an idiot and partitioned my 120 GB SSD into a 44 GB OS partition C: to install Windows 8.1 on and then another partition P: for games and a few other programs. The problem is that original 44 GB is now always very close to full and often times I will have to restart in order to clear some space to install something even on a different drive. I've always chosen to not install things on the C: drive, but naturally over time things start grabbing their share. Long story short I've tried to expand or merge the two partitions in the Disk Management tool and have had no success. I can expand/reduce size of the other partition and create new partitions from it, but cannot use any of this free space to add to the OS partition. At this point what is my easiest way to fix this? I've got a 2 TB HDD M: that's about half full as well as a 1 TB external G: at my disposal. Would it be simpler to just reinstall Windows? How would I go about that without losing any data?
