Onboard Graphics 1920x1080 doesnt fill the screen-black bars

Ok so kind of a long story.Ill make it quick. My new 4k tv doesnt play nice with my GPU,I disabled it and so I can use my pc at least.(I get no signal message otherwise). Today however, I was fiddling around with the resolution and changed it to 1920x1080...and now I get a black border around the whole window. About 2 inches or so. Ive tried to go into the display settings and no luck..I remember there being an option in the nvidia control panel to "Scale" the picture but, as Im not using the GTX670 right now, I dont think that pertains to my current issue. Ive checked everywhere for that option,did I miss anything or is that how its going to have to be until nvidia at least fixes the issue?

P.S.-confused, i see my processor (i3930)doesnt have integrated graphics...so how does my display work?

There are settings on TV's as well (My 5-6 year old sharp will actually be too small and I'd have the exact oppsite issue you have. I'd have to set the picture mode to Pixel by Pixel in order to get it to fit right. Hope this helps!
