PROBLEM: EVGA Nvidia GTX 970 boost clocking to high! Help!

Here is my specs before I begin my problem...

i7 4770
Asrock MITX z97
EVGA GTX 970 SC ACX 2.0
8GB RAM
640gb SSD and 1 TB HDD
Silverstone SFX 450w PSU

Alright, so my problem is that I keep getting an error during Metro 2033 Redux. It crashes the game and says the "Nvidia Driver has stopped working". I think that problem is that the card is boosting itself to high and making it unstable. It was working fine until I got to a part in Metro 2033 Redux where there is a ton of guys shooting and PhysX stuff happening and everything. Otherwise it was stable but I think this was pushing it to max limits of the card. I played Metro Last Light Redux entirely before 2033 and had no crashes so I suppose it could be the game with the drivers I currently have.

Anyways, I would like to down clock the card which I thought I already knew how to do but apparently I don't. I want to see if this solves the problem. I am hoping it will resolve the issue. For some reason the card boosts to 1380mhz without me overclocking it. The box says the boost clock should be 1317mhz. I have MSI afterburner installed and I put a negetive number in the core clock area and it doesn't change it. It always boosts to 1380mhz no matter what. I want it to be max at like 1350mhz max boost or something but putting -30 in the box doesn't change it.

What can I do to get it to max out at 1350mhz instead of 1380mhz?
