Will the m5a99fx mobo run with the fx 9590 cpu? Also, my cpu cooler is the Cooler Master Hyper 212 Plus 76.8 CFM Sleeve Bearing CPU Cooler. So will this be able to run?

Yes that should be enough. I would keep all of the power saving features like Turbo and Coll and Quiet enabled to reduce thermal stress. Most of the problems with those chips is that users like to set them to 5GHz on all cores 24/7. That can be done but the heat and power draw are enormous.
