How Do I Improve Intel Core i7 With Turbo Boost?

So I have an Acer Apire S5 with Intel Core i7-3517U CPU @ 1.9Ghz 2.4Ghz and 4GB Ram (Turbo Boost up to 3.1Ghz) I just want to know what can I do with this (I'm a hardcore gamer I'm fine playing games on 25-30 Fps) the problem is I'm still unable to reach 20 Fps on Saints Row 4 while my friend who is using a pc with 2.4Ghz processor can play the game on 30 Fps without problem. so I just wanna ask is it because my turbo goes down? or maybe the CPU grows weak somehow? (at startup any apps or the performance monitor keep telling me that my CPU is at 2.4 - 2.8Ghz)

okay it said i have GT2, i don't know about my friend but what i know is he have intel core i5 is core i5 faster than i7?
that or i read this on other thread statin that turbo boost doesn't work and 2.6Ghz actually just come down again to 1.9Ghz when i open up my games

so i don't really know would you please explain to me what's the difference between cpu and gpu?

Very simply:

CPU - General purpose, runs the game, AI etc

GPU- Processes the graphics (very important to have a good one for games as they rely heavily on it). Enthusiast gamers will often spend 2x on the GPU than on the CPU.

so my GPU clock is 350MHz and that....sucks i guess -_-
