GPU Usage Spikes, Suspect Low Memory ?

Hi guys, before I start here are my specs:

CPU: Intel Core i3 4130
Motherboard: Gigabyte H81M-S2PH
Memory: 4gb 1600Mhz DDR3
GPU: MSI Gaming GTX 660
PSU: XFX Pro Series 550W

The problem I am having is when I play most of the newer next gen games my gpu usage spikes from 99% down to 0% or sometimes 30% and I feel that's what's causing the framerate drops. It happens all the time when I play watch dogs, far cry 4 and AC black flag. I don't think its a problem with my GPU because I can play most of the slightly older games like tomb raider, far cry 3, BF3, crisis 3 without stuttering.

Anyways, i'm starting to suspect maybe its got something to do with my low memory ?

What do you guys think ?, thanks for any replies

It's unlikely your PSU, but it may be that your GPU is getting too hot, so have a look at that. But upgrading your RAM to 8GB is certainly advisable - that may well solve the problem as you suspect.
