By default, Internet Explorer automatically detects proxy settings. To change proxy server settings :
Open Internet Explorer by clicking the Start button Picture of the Start button. In the search box, type Internet Explorer, and then, in the list of results, click Internet Explorer.
Click the Tools button, and then click Internet Options.
Click the Connections tab, and then click LAN settings.
Select the Use a proxy server for your LAN check box.
In the Address box, type the address of the proxy server.
In the Port box, type the port number.
If your network requires separate proxy addresses for different services, such as HTTP, HTTPS, or FTP, click the Advanced button, and then type the individual proxy server addresses to use.
When you are finished making changes, click OK until you return to Internet Explorer.

I say: The person asking wanted you to provide COMMON SETTINGS
to enter in the address boxes and in the port BOX.
How much do you charge to provide the answer for such common settings?
I will now try to define the concept of "Common settings" for IT people who cannot fathom that any user has less knowledge than them: "Settings that are standard, almost default settings, that usually work to provide the user with an internet connection that actually works." These might be different for different OS's, etc.
NOW DO YOU GET IT?!?!
What are these secret settings? Spit them out!! Or if you are incapable to communicate with other humans, don't even try.
