i want to create a custom water cooling loop. nothing fancy, doesnt have to have leds or anything.

has to cover cpu
i want to do it with mineral oil in case of spills (or is that actually a threat?)
i just want to know how much it would cost.
i am not doing an all-in-one because i want to include a couple peltier devices, and all-in-ones arent great for that
thanks guys!

On the low end, a custom loop will start at around 250 bucks. You'll need a cpu water block ($70), radiator ($50) a pump/reservoir combo ($100) barbs ($4 each) and tubing. They do sell non-conductive coolants to use in your loop incase your worried about leaks.

How basic are you talking about? If you are willing to use used parts and don't care about ever expanding it then you can do it pretty cheap, maybe 250ish especially if you are willing to go without the parts you don't absolutely need (res, drain port, etc., reusing old fans you have laying around). If you want all new parts, and a complete system that you could later expand if you wanted to, it would probably be a lot better to plan on more like 500 and be happy when you come in under budget. But without knowing your exact expectations it is really impossible to give a good estimate; you could easily spend 250 on fans alone, or nothing, depending.

Second, you aren't going to do mineral oil. Not with any standard, purpose built water cooling pump anyways. You are going to want to use distilled water. Yes, people will try to sell you dionized, non-conductive coolants, but they only remain non conductive for a very short period of time, like a matter of days. Realistically, if your loop leaks while the system is powered, it's not going to be pretty. But, if you do it right, it won't leak while the system is powered.
