PC not reaching full potential

When I play games like Dragon age 2 I'm getting 25 FPS with most everything at max. Same for other game like Ryse Son of Rome and Dragon age Origins give or take about 5 to 10 fps

Hard Drive: TOSHIBA DT01ACA300 3TB 64MB Cache SATA 3 (6.0 Gb/S) 3.5" Internal Hard Drive Bare Drive

System Cooling: standard cooling not doing any over clocking my Avg GPU Temp is 40-45 when gaming 30 when doing noting. My CPU Temp is 65-75 when gaming abut 50 when doing noting. Also looking in to water cooling when I get the money.
 
Solution
The first thing I would do is start monitoring temps and load of CPU and GPU. Then you can see how hard they are working and if they might be getting too hot. Chips throttle when they get hot.

My Monitor is an Acer 22 inch my resolution is at 1920x1080 I have tried it with Vsync on and off does not make a different
