Which would be faster?
DDR3-1600 with a timing of 7-8-8-24
DDR3-1600 with a timing of 9-9-9-24
DDR3-1866 with a timing of 9-10-9-27

Solution
The actual speed in Mhz will always be faster (1866)

The timings will only come into play more when comparing two types of the same speed of RAM. Lower = better for the timings.

This is assuming your motherboard even supports 1866mhz, not all do.

Its Compatible. So I would want the 1866mhz over 1600mhz?

Yes, 100%. When installed, go into your BIOS (UEFI) and make sure it's set to the correct profile.
