4 attempts at re-installing windows. BSOD shortly after each attempt.

Hello all. I have had my current PC for about a year so it's relatively new, I started off with Windows 7 and had it for a while until I recently tried upgrading to Windows 8.1.
I am using a USB stick as the install media and have tried re-installing 4 times.
Each time I can boot into windows, setup my account, and go about my business. However, I will randomly get BSODs with different error codes.
The usual BSODs are MEMORY_MANAGEMENT, or PAGE_FAULT_IN_NON_PAGED_AREA.
I understand these are both RAM related and have run 3 separate memtests and got no errors, so the RAM sticks appear to be perfectly fine.
I looked at my RAM timing settings and realized they are not set to the recommended manufacturer settings. I re-seated the RAM chips and changed the CAS Latency and timing in the BIOS to the proper settings.
No more BSODs of that kind anymore, although CPUZ shows my RAM chips running at 933.3 MHz, not 1866 MHz.
Now whenever I get a BSOD its usually a PFN_LIST_CORRUPT.
DISM /Online /Cleanup-Image /ScanHealth says The component store is reparable so I execute DISM /Online /Cleanup-Image /RestoreHealth.
The operation returs with: The restore operation completed successfully. The component store corruption was repaired.
However I still get random blue screens, usually they happen while playing video games, or while downloading large files (2GB+).
I have tried using different install media ISOs burnt to a flash drive, and have even completely reformated my hard drive inbetween installs.
I have tried installing only my AMD graphics, audio, and USB drivers and still no luck.
I have tried CHKDISK, sfc /scannow, and DISM /Online /Cleanup-Image /RestoreHealth over and over.
I have run out of possible explanations as to why I am getting blue screens on a completely fresh install so I need any help I can get.

That powersupply is at the BOTTOM -- replace immediately of the powersupply tier list. Buy a quality (tier 1 or 2) powersupply (Seasonic M12 for example) and try again.

My PSU is not the issue here. I bought it because it had good user reviews at the time and the last 2 systems I built had Diablotek PSUs and both still boot up after all these years. I am going to replace it in the near future as I want to crossfire and need more than what my current PSU can output ATM but for the time being I'm not replacing it. Moving on...

I also have an update on the issue mentioned above.

After doing a bit of research I realized that WMD memtest is useless and tried out memtest86+ so far its reporting 36,096 errors on the first ram stick and its not even done with the second pass. I think its safe to say the RAM is the issue here. I'll pull an all-nighter and keep testing both sticks and decide if I'm going to RMA them tomorrow.

Also try and run your PC with ONLY the 2nd stick installed and if you're not getting BSOD's that will also tell you the first stick is the problem.

It very well could be the issue if your crummy PSU is not delivering adequate power to the devices in your system.

I did an RMA on the faulty stick. My computer runs fine with just the one stick. And I dont really care what other people say about Diablotek. I personally haven't had a single problem with any of their products and my current PSU runs fine and has more than enough wattage to power all my hardware.
