Hi, my name is Ari. So a few weeks ago my friend helped talk me through building a computer. I bought all the parts off Newegg and spent about $750. It's my ever computer that I've built. Before I state my issue here are the specs.

-SAPPHIRE DUAL-X 100373L Radeon R9 280 3GB 384-Bit GDDR5 PCI Express 3.0 CrossFireX Support Video Card

-Intel Core i5-4590 Haswell Quad-Core 3.3GHz LGA 1150 84W Desktop Processor Intel HD Graphics 4600 BX80646I54590

-EVGA 500 B 80 PLUS BRONZE Certified 500W Active PFC ATX12V v2.31/EPS 12V v2.91

-Seagate Barracuda ST1000DM003 1TB 64MB Cache SATA 6.0Gb/s 3.5" Internal Hard Drive Bare Drive

-GIGABYTE GA-B85M-D3H LGA 1150 Intel B85 HDMI SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard

-ADATA XPG V1.0 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model AX3U1600W4G9-DB

and my case is a Corsair Graphite Series 230T CC-9011036-WW Black ATX Mid Tower

also im using a NETGEAR Powerline 200 for internet, its plugged directly into my router and i have Verizon Fios.

The computer mostly runs flawlessly besides for the fact that towards the back of the case, by the motherboard while the computer is on it will sometimes make a noise that sounds like a tip of a peice of paper stuck in a revolving fan, but i checked the fans, theyre all fine, any ideas?

Solution
You need to identify clearly the source of your problem in the first place.
Unplug your case fan to check whether or not it is the culprit.
I had once a manufacturing issue causing friction noise at high speed.
I contacted my case manufacturer and they sent me a replacement at no charge: problem fixed.

There are many other sources of unnecessary noise in your case such as for example a not properly tightened HDD that wobbles.

Based on what you said, either one of the fans is damaged in a way, or a cable is touching a fan`s blades once you close the case.
Try to re-arrange any cable that is anywhere close to a fan anc check if the noise is still there.

If this doesn`t fix it, remove one fan at a time (just unplug from the mobo) and start the PC in order to check what fan is causing the noise.

True! This can be as stupid as the fan cable touching the blades.
I hope for you this is the case, it would be a very easy fix.

You should identify the source, it is not normal.
If it is due to a cable it can be problematic, because the cable can get stuck into the fan and totally stop it from functioning.
If it is due to the fan itself having a manufacturing issue leading to some friction between two moving parts it is not an issue if you can bear the noise.

But you really should figure out what is going on.
