It is well balanced.
You might consider buying a Z97 chipset mobo, it will OC a bit better (and you can find a cheap one too).
If you can stretch a bit your budget add a 128GB SSD, it will greatly increase your experience (startup time, access to mostly used soft) or go for the GTX970 (more powerful and more power efficient).
You also didn't list a PSU, do you have already one?

It is not needed at all.
The stock fan tends to be a little loud under heavy load, you might upgrade to an aftermarket cooler for noise reason.
You can make the switch later if you want a quieter environment.

If you can stretch a bit your budget I would.
Performs slightly better and consume much less electricity (cost effective in the long run).

The 970 uses 145W in comparison to the 290 which uses 275W, for the small difference it'll save you money in the future and the 970 has confirmed DirectX 12 support.

If wanted, this is a good, quiet CPU cooler that can also hold overclocks so it'll definitely be able to handle stock speeds. It's also pretty cheap.

Yea the 970 is obviously better but can be more expensive. The only reason i suggested a different 290 is because the one he has is more expansive than the sapphire version and offers no drastic improvements

That might be true but if you spend a little on the 970 you're gonna save more in the future

If you consider that it might also make you save 20$ on a more reasonably sized PSU, the price increase is really marginal.
I can't see a reason why you shouldn't go for it: 20$-30$ more expensive total, performs slightly better, consumes much less electricity (heat, noise and cost advantage in the long run).
