How do I fix Sapphire ATI RADEON HD 4650 creating artifacts (random colors and symbols appearing on screen)

Hi. so I have this GPU the Sapphire ATI RADEON HD 4650 that's been running for over than 2 years now. It always worked fine until a few days ago, it showed some artifacts on the screen while doing stuff on the PC. At first it only showed up when I'm in the middle of playing FIFA 13. Then it appears on other occasion such as browsing and later even on startup.

Now I cannot get my Windows to boot unless I use the onboard graphic. Before the problem getting worse, I was able to check the GPU temperature and it's all of a sudden going over 100*C when idle. The GPU fan stopped spinning at some point but I got it working again by applying a little bit of oil as told by many other people on the net.

For now, the only problem is that the screen is showing artifacts. I don't know whether it is a GPU or BUS artifact as explained in this website: http://www.playtool.com/pages/artifacts/artifacts.html
I know that this is not a monitor issue since it will boot fine using the onboard graphic and it displays correctly when connected to my laptop. My monitor is a Samsung SyncMaster 743. I tried using a CRT monitor and it gives me the same problem.

Processor: Intel Core2Quad 2,33GHz
RAM: 4 GB DDR2
GPU: Sapphire ATI RADEON HD 4650 1GB

I did updated the onboard and PCI GPU driver before I could not get into the system anymore. It did updated fine and fixed the problem for a couple of hours. Changing my monitor from 32bit to 16bit also did solve the problem for a few moment until I got a BSOD and could not get to the system anymore.
