if you like a amd build...

pick this:

Fx-8320: i have this processor my self and i love it.
ASrock pro3 r2.0 or better: great mother board easy overclocking
GTX660,760: for $200-$240 dollar i will kick ass great bank for the buck

that are the main thing with like a budget off: $400-$480
you can add like ssd and powersupply: 500watt is good: and a case of youre chose

Then the build i mentonied is the best you can go for the money ( in my opinion)

Oh, you need OS. Do you have CD/OEM or you just use it on prebuilt laptop?

If you need OS you can drop the SSD or the CPU cooler,

I'm able to move some money around and increase the budget for the OS. Which version would I get?
 
Well you can consider getting the 8.1 64 bit but i wouldnt. I would wait until windows 10 is realeased and until then i would download an Windows 8.1.iso and buy a cheap OEM activation code/ or windows 7 and then buy the real windows 10.
