Computer Build GPU Problem. Advice Needed!

Hi Everyone.

This is my second build although my first build was many years ago. With my PCU, PCU fan, and memory connected to the motherboard, along with supply PCU and main ATX power connector, my PCU fan operates.

However, when I plug in my GPU with its corresponding power connectors and turn my PSU on, both the cpu fan and the gpu fans sputter. Nothing on connected monitor appears.
They start, then stop, start stop over and over again. It should be noted that without the GPU the PSU starts/stops 1 to 2 cycles before maintaing itself.
I have ordered a on-board speaker for trouble shooting. I have tried clearing the CMOS according to motherboard instructions. I have also gone through the tom's hardware new builders trouble shoot guide to no avail. However, most cases I read about on this forum describe a start and then stop of fans, not a cycling over and over again. A friend thinks the issue is the GPU, which would be my guess. Any advise for further trouble shooting? Build is below. All parts are brand new :(.

MB AsrockiZ97 Killer LGA 1150 R Motherboard
PSU Corsair CX 600M 600W R Power Source
CPU Intel Core i5 4690K 3.5G 6M CPU
MEM 4Gx2 G Skill F3-14900CL9D-8GBXL Memory
CPU Cooler Zalman CNPS 10x Optima R Cooler
GTX 970 Zotac Graphics Card

First of all ! INSTALL THE MOTHERBOARD! inside the PC CASE. I have seen motherboards not operating because some of them seem to need the pc-case for grounding purposes i think or smth.

Are you sure you placed the gpu card properly on the PCI-E? (how do you hold it steady without a pc case backside to screw it and stabilize it?
Are you sure you are using two pure PCI-E power cables (2 x 6-pin PCI Express power connectors) and not 2 x Dual MOLEX-to-6-pin PCIe adapters ?
Are you sure you plugged both power supply cables on the motherboard? Your mobo seems to need 8pin connector cpu power connector.

I would suggest to also recheck if the cpu heatsink is placed properly, because a motherboard that starts and restarts and restarts could...

After that do connect your monitor to your motherboard's display ports (so have the graphic card unplugged)
