I bolded the fundamental flaw in your analogy. The internet is global, government is not, thank God. It's up to each nation to come up with their own internet laws. Therein lies the problem. Globally there is no such thing as
the government.
Right now huge conglomerates and the World Trade Organization are pushing hard for TTIP (Transatlantic Trade and Investment Partnership), which would somewhat regulate trade between the US and Europe.
Since a LOT of buying is done online now, this could easily affect the internet as well. These are things that governments and huge corporations generally don't organize well, and when they do, it tends to favor the upper class.
SOPA (Stop Online Piracy Act) has failed numerous times due to conflicts of interest, gray areas in laws, and differing opinions. Some feel TTIP is a last ditch attempt to internationally regulate everything from trade to the net in one fell swoop.
