Cannot Share Folder

I am unable to create a folder share. Error message "the system administrator has blocked you from running this program" - "the system cannot find the file specified"

windows explorer> Right mouse click the folder>properties>Share Tab>Click on Advanced Share> Then I get the message. I am logged on as Domain Admin. Domain Admin is Owner of file and has full control in the permissions. Cannot share any folders on this machine now. Get the same error message. Suspect a corrupt or missing system file or, maybe something has gotten corrupted in the registry.
