Laptop WiFi says I am connected to an "unidentified network w/ no internet access"

The network is my home wifi. Laptop is a Samsung Ativ Book 8. I can't download any updates to my Steam games but Chrome is working just fine. I am even over at a friend's now on their wifi and the same thing is happening, so it's not just my network.

I feel like I should post more information but I really don't even know the root of this problem or what to provide you guys with to help me.

I don't understand anything about your post. Your title says that you are connected to a network but with no Internet access. That I understand. But the text of your question says nothing about that, just talks about not being to update Steam games. Obviously your Internet works fine or Google Chrome would not be working, so at a minimum you should change the title of your post. As to why Steam games aren't updating, can you provide more information on that issue? Are there any error messages? What exactly happens when you try to update Steam games?

Yes, "Unidentified network, No Internet access" is what shows up when I put my mouse over my wifi signal in my toolbar.

I have been having Internet connection issues with this laptop ever since I got it. Sometimes my connection will go to "limited" at random times. There is no error message or anything of the sort when I try to update my Steam games. It's the connection.
