I was wondering if it is safe to add a 6-pin PCI-E Power Receptacle to a graphics card that doesn't have one? The graphics card has a spot to install one but was never utilized during manufacturing. The graphics card is a Leadtek Geforce GTS450 2GB DDR3.

Well, it's your risk. If you have the power connection handy and can solder it onto the board successfully I'd be interested to hear if it takes.

I can see the board going up in smoke the moment the six pin touches it however.

I plan to overclock the card and overvolt as needed but I dont want to damage the mobo in the case I (possibly) reach the max power available to the PCI-E lane.

I wouldn't put the risk in myself. If that cheap power connection isn't there, no one expected it to overclock. It could even not be connected to anything when soldered, do you know anything about printed circuit boards?
