I want to install my retail Windows 8.1 on a virtual machine w/in Linux. I have to use a Windows machine to get the ISO to install a Windows machine?

No. You find the Windows 8 .iso, and there's plenty around Google Drive, and mount it to the virtual machine.

stillblue - for free Windows XP virt. You need 7 Pro, for free Windows 7 You need Windows 8/8.1 Pro. For Windows 8/8.1 it's gonna be most likely Windows 10 Pro/Business version, in order to get free VM, so yes, Your suggestion is right, he needs license for the virt. machine "officialy".

Legally, he still does not need a Windows machine to get Windows. He goes to Office Depot, Staples, Best Buy, Fry's, and/or other trusted online sources to get a Windows license.
