8gb of RAM Installed but only 3.96gb Usable

I recently built a new PC and realized that only 3.96 of 8bg of RAM is 'usable' I have Windows 7 ultimate 64bit, all parts a brand new and the ram is in the correct slots, 1 and 3. Any suggestions?

AMD FX6300
ASrock 970 Extreme4
Windows 7 64 bit
8gb of RAM (4x2)

there must be a problem with one of the sticks have you tried taking it out and putting it back in

Check your bios and/or cpu-z to see if the 8gb are actually registering.

This problem may occur because the Maximum memory option is selected incorrectly. To fix this, follow these steps:

Click Start Start button, type msconfig in the Search programs and files box, and then click msconfig in the Programs list.

In the System Configuration window, click Advanced options on the Boot tab.

Click to clear the Maximum memory check box, and then click OK.

Restart the computer.

Yea I already tried that, however there is a box next to that box which I can edit, it is currently set to 0, is this normal?

Set it to 0, and then uncheck the box. O means use all RAM.

Did you try both sticks independently in both slots?

Someone here had a very similar problem to yours. They seemed to 'resolve' it by placing the sticks in adjacent slots and forcing it into single channel mode.
