i cant shut down my computer

everytime i try pressing the shut down button of the wondows menu it goes all the way to the shuting down screen and then a it shows a blue screen with a slight scroll and then it just reboots windows and i would have to hard shut down my computer everytime just to turn it off. when i built my computer i had to reinstall windows twice for it to work properly and now that i formated my hdd for a virus, i have installed windows on my computer about 3 times now and it wont fix it i have tried using the repair tools on the disk but that wont help and its been almost 2 years since i did the first install where it worked. plz give me a fast responce so i can fix it as fast as possible.

Make sure all your drivers are up to date, and check for Windows Updates (should already have it automatically enabled). Run a system scan on your anti virus. If nothing works, try typing this in run.exe: shutdown.exe and press Enter.

to shut off completely i have to push the tower but what i have a problem with i cant make my computer sleep, shut down, log off, switch user, lock or restart it just flashes a blue screen saying something about a new software or hardware that isnt right and then it completely restarts my computer to show the mobo logo screen.

i have installed all the updates i get from windows and have tried restarting ym computer but it goes to the shuting off screen then flashes a blue screen saying that a new software or hardware is making the system fail or something like that. then it just shows me the mobo logo again
 


Could be an issue or a short circuit on your PSU

Did you build this computer? Make sure the motherboard is grounded correctly, and clean any dust out of the computer case.

Turn the computer, unplug it and hold the power button down to drain any residual power.

Verify the BIOS settings and make sure it's set to allow the OS to manage the power.

it is a built computer that i put together. the mobo is grounded properly. i just recently air dusted my computer but i only had the problem while installing windows on my computer its a windows problem that is all i know.
 


No, Windows won't shut the computer down and reboot it. Sounds like the power isn't going off correctly, like a crossed wire.
The BIOS shuts down the computer with a command from Windows.
