New graphics card keeps going black and back to normal again, but not when im playing full screen games.

I Just bought a Sapphire Duel-x R9 280 to replace my His Radeon HD 6850. It worked fine for about 2 days then for some reason my screen would go black for about 3 seconds then go back to normal. This only happens when i'm not playing in a full screen game.
 
Solution
Try a different monitor. Does it do the same thing?

Have you updated your graphics driver? AMD Drivers here.
Does it still do the same thing?

Is your HDMI / DVI / DP cable loose? Make sure its a secure connection. Try a different cable. Does it do the same thing?

Lastly, if you have another ready gaming PC, try the graphics card in that one. Update drivers, same monitor, etc. Does it do the same thing?

I use a TV for display and i tried the first option and it worked. I've now switched back to the original TV, but i thought it might be the resolution( 1366 x 768) that might be causing some problems. So i went through and switch to every resolution setting to see if it changed anything. Now i'm at the highest setting (1920 x 1080) and it hasn't had a problem yet. No other setting worked besides this one. Do you know a reason why this might be?

Maybe it could be the monitor trying to auto-adjust to the resolution every time you turn it on. Because if you have an HD monitor, and you feed it a 720p signal, they will try to upconvert to HD by stretching the picture to fit. This may be when you see a 3-sec black screen, as its thinking of what to do. Otherwise the monitor backlight could be dying slowly. But its hard to tell at this point.
