Just as stated. When I right-click the folder and go to properties, click the Customize tab, the only sub-sections that appear are the "What kind of folder do you want?" and the "Folder pictures". There is no "Change Icon" option. The "Folder Pictures" section says "Choose a file to show on this folder icon, but that doesn't work either, it just makes the folder look empty on the icon.
