FPS Drops with GTX 970 on BF4

Hi guys,
Just got the MSI GeForce GTX 970 (upgraded from 660) and things arent working like they're supposed to.
While I find myself driving a car or in the middle of a shoot out, my FPS will drop to about 35-45 FPS and stay there until i hit an open area with less action going on.

GPU usage only hits about %60 and Only the 2nd core ever goes above %70
I have turned off AA and V-sync.
Rarley do my frames hit above 70FPS.

My specs:
AMD FX 8320 @ 3.50Ghz
MSI GeForce GTX 970
Corsair Vengeance x2 8gb 1600mhz
XFX Core Edition PRO850W
Seagate Barracuda ST2000DM001 2TB 64MB Cache
M5a99x EVO R2.0

All while in game.

Ill try to give anymore information as best as i can upon request. Still learning the ins and outs of my rig.

I have the same problem. I've been searching for a solution for this for a long time now. So far in the last a couple of months I have only seen two other people who had the same problem as me. With you now, it makes four of us.

My system is as follows:
Fx 8350
R9 290x
M5a99x evo r2.0
8 gigs of ram
Win 8.1 x64

I believe it's the cpu or mobo.

They switched to Intel and got rid of it. However this is not an option for me. And it is not simple "cpu bottleneck" because cpu usage doesn't even go high enough...

Things we all have in common is the mobo and cpu.

i am having the exact same problems good to know that im not the only one out there

my specs:
fx8320 3.5ghz
gigabyte gtx 970 windforce 4gb
asus Asus M5A97 R2.0 AMD 970
2x4gb

really wish i knew waht to do damit why?
