Bad RAM (4x2)? PC won't Start?

So I recently noticed that on my computer system properties that it said
Memory: 8GB (3.9GB Usable), I asked a friend about this and he helped me run some diagnostics but to no avail, he then stated that one of the ram stick may be faulty, and suggested only inserting one stick of RAM, and if that doesn't work, switch it with the other stick.
I tried this but now the computer wont boot at all, it simply won't start, and after a while my monitor says (no signal) and turns off.
I'm certain nothing was broken when I reinstalled the RAM and the PC was turned off at the wall and I didn't shock any parts.

Any Suggestions?

I'm betting you're running a 32-bit operating system that can only support 4GB of RAM. If that's the case, you'd have to upgrade to a 64-bit OS to get the full 8GB.

No I am running Windows 7 Ultimate 64bit
Sorry I should have included my full specs, and I'm more interested in finding how to get my computer to start :p
AMD FX-6300
Gigabyte GTX 760
ASrock 970 Extreme4
4x2Gb of RAM

I saw someone post in this forum that if you're only using one stick of RAM, some MoBos require it to be in a certain slot (usually the one farthest from the CPU). Could be your issue?

I've managed to get the PC to start, I can access the BIOS but nothing is out of the ordinary, but now when i start windows it bluescreens after it loads :/
