Windows 7 not recognizing IDE drive in USB enclosure

I acquired a 200GB Western Digital 3.5" IDE hard drive a few years back and installed it in a Mad Dog Digital enclosure. I formatted it and divided it into two volumes, one about 150 GB and one about 50. The drive worked fine as an external storage device for my HP Pavilion laptop until about a month ago when the Mad Dog enclosure started to have problems (it wouldn't power up; I think the power switch was bad).

I bought a new enclosure, a StarTech IDE 3510U2, and installed the drive. Initially, the two volumes showed up on the Computer as drives E: and F:, but with no information about them available. I clicked on one of the volumes and was told that I had to format the drive before I could use it. The same thing happened when I clicked on the other volume. I don't want to format the drive because it contains some music and video files that I'd really like to keep. I decided to eject the drive and turn it off until I could figure out what to do.

Then, last night, when I turned on the drive, I got a message saying "Device drive installing ..." and eventually the message "Driver installed successfully." Now the phrase "Eject USB IDE 2.0 device" shows up when I click on the "Safely Remove Hardware" icon, but the volumes don't show up on Computer any more. Device Manager shows a 200GB or so unformatted drive on the USB port.

Is there anything I can do to get access to my files on the disk?

I changed the jumper on the drive from "CS" (where it was set when it arrived) to "Slave". The drivers installed, but the volumes were not visible on Computer. I changed the jumper to "Master" to see what would happen and the drivers did not install and no volumes were visible. I changed back to "CS" and the situation is the same: the drivers install, the drives are visible as "F:" and "G:" on Computer, but if I click on a drive I get an error message saying the drive needs to be formatted.
