can be any reason including whomever is hosting the file has a slow connection to where your connected to (your in Moscow trying to download from Brazil) is just a sucky location to download from.
If you have this issue with MANY different places / downloads, again can be your end (are you sharing your 1Mb connection with 5 roommates?) to any other reason (slow internet, viruses, chrome needs to be reinstalled).
