Can a mobo cause coil whine/buzz?

Could the mobo actually cause coil whine? I'm trying to figure out a coil whine problem even though its more like a buzz then a whine. I've RMA'd my graphics card twice. ive checked my fans, and I now have a new PSU that I haven't tried yet I thought it was the PSU because I only have a corsair 430w with an athlon x4 760k and an Asus r9 270x. Asus says the minimum is 500w so i thought it might be that. My card buzzes when under load such as playing a game. It also buzzes when I'm in the bios settings, After about 10 seconds but it doesn't whine when in windows only under heavy loads. Could anyone give me any insight?
 
Solution
Some cards just have that noise naturally happen. If it really bugs you then send it back and get a Saphire Radeon R9 270 Dual-x. Thats what I have and it works great and iot only makes a faint whine when im gaming. But thats 100% normal

Put your ear up to the computer and see where its coming from. Ive never heard of coil whine coming from a motherboard and its unlikely because its doesnt actually have coils on the board so it could possibly be a cap on the board or something else in the PC

the buzzing is coming from the supplemental power side of my graphics card and I've already RMA'd my card twice.
