New CPU install stops Windows 7 from booting fully unless in Safe Mode

I just installed a new i7 cpu and when I turn the computer on windows doesn't load into the log in screen. I tried a clean boot and it still doesn't boot. I can start it in safe mode no problem but I can't get it to load through a normal boot. How do I fix this?

I have Windows 7 Ultimate (64-bit)

Looks like there is only one BIOS version available for that motherboard (F4) and the Intel Core I7-3770 is natively supported. Normally, I would not expect an OS installation to be required. I'd recommend booting from your OS disk just to see if it boots correctly (cancel before starting a fresh install).
