I've been running this setup for a while now and it almost seems hit and miss at times with how games run in it. For example I have to turn games like WoW and CoD AW way down to even be playable but a game like League of Legends I run at max settings with 150 fps+, although it occasionally drops near 100 so a 50 fps loss at times.
My system:
Cpu: AMD FX 9370 4.4 Ghz (4.7 ghz turbo) I'm running the standard clock speed

Gpu: GIGABYTE GV-R927XOC-2GD Radeon R9 270X 2GB not quite a year old yet thinking about getting a second one

Psu: FirePower ModXStream Pro 700W 80Plus Semi-Modular High Performance ATX PC Power Supply 700MXSP

Ram: HyperX Blu 8GB (4 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800)

HDD: HGST HDS721050CLA362 (0F10381) 500GB 16MB Cache SATA 3.0Gb/s pretty sure this hard drive is currently failing I should have a Western Digital black edition 1 tb before the year is over though

Since I have connection issues I will also list my router. I really doubt my connection issues are my service itself since I am a resident on NCSU campus and I'm on their ResNet service which is supposed to be something like 80 up and 80 dwn.

Router: Netgear WNDR3400 N600 router http://www.netgear.com/home/products/networking/wifi-routers/WNDR3400.aspx#tab-techspecs to be more specific

Basically what I'm looking for here is there any settings that need to be tweaked to get better performance or is there just something wrong with the hardware because I get numbers much lower than every other test I see with a similar setup. Just as a last note all games I play are run in windowed borderless mode, whenever possible, and on 1600x900 due to a sub par monitor. Thanks.

Correct. To not go over 72c it has to enable its thermal protections, which explains the drops in FPS because the CPU can't work as fast as it should. It might not be the only problem you have, but its one you should fix before worrying about others.

Completely forgot to include my motherboard I completely meant to just forgot. GIGABYTE GA-990FXA-UD3 AM3+ AMD 990FX + SB950 that's my mobo. Temperatures by core temp are cpu #0 59c, min 59c, max 72c. I can't tell you what the temps are when prime 95 runs because like I said I think my HDD is failing so Prime 95 is an instant blue screen. Also at times when playing CoD AW my cpu is taken all the way to 99% usage which seems a bit extreme given that it is an 8 core cpu.

Mobo should be ok. Wanted to make sure you weren't running some lower end 970 board. I think that one can handle the 93xx, but I didn't look it up to make sure.

Temps seem high, that might be your problem. Dying hdd won't fail prime, that's a CPU issue. Probably temp related. The 93xx it a HOT CPU. 200W + You probably need better cooling.

The thing about prime 95 is that it doesnt fail after it heats up it fails almost as soon as the test starts. Any ideas on why the fps im getting in most games is MUCH lower than other people running the exact same graphics card?
