A dual pump boot is normal. turns on then turns off, then on again. But you say it dose this more than twice then I would suspect a bad psu. Your using the same psu I see. 600 watts might be the bare minimum , or that it dose not have enough amps on the +12 volt rail to support everything. It could also be due to worn out components in the psu, in this case your not even getting the full 600watts . I would try a new 700 watt psu if you can . If you have the same results then I would look in the bios to make sure ram voltage and timings are what they should be, if you installed ram and its not showing the right voltage and timing as the ram advertised then that could be a problem , but if you set the bios to default and still have that problem I would replace the psu , just a hunch I got after reading .
