Asus GTX660 TI-DC2OG-2GD and newer driver version

With my graphics card on Windows 8.1 x64 and all newer driver versions (tested from 332.21 to 344.80) my pcie bus interface gets set to 2.0 (even under load). With 327.23 it is as it should be at 3.0. My motherboard is a Gigabyte Sniper 3 which supports PCIE 3.0 . Can someone test this? I am also having a huge latency problem (DPC/ISR).

pci-e 2.0 and 3.0 doesNOT have performance difference yet in any card out there... even the powerful 980 cannot max the pci-e 2.0.. its that fast.. your latency issue is due to something else

Even though what you said is true, a driver should not cause the card to suddenly only use pcie 2.0.

drivers sometimes have issues.. its a software after all .. it turns buggy.. they might fix it in next release
