Can't acess router default gateway

Today I tried to port forward a server for teamspeak so me and my friends could play while talking on teamspeak. But as I went to my default gateway (192.168.2.1) it says the following
This webpage is not available

Error code: ERR_CONNECTION_RESET

I have ALWAYS been able to go to my default gateway and change anything before but now it is not loading the site?

Internet explorer had me run a troubleshoot for my network and it came up with

Problems found
The diagnostics policy service is not running Detected (exclamation point)
I can't fix it? so should I try to start the service and see if that works?
