Hey there. I have a gaming rig(sometimes I render HD videos) with 4670K attached on a msi z87-g45 gaming mobo.
My case is carbide 300r with all the fans attached and the cooling solution of my cpu is h60(latest version) with push pull corsair s120 PWM high performance.

Would it be better to buy a shadow rock 2 air-cooling or CM 412S?
I can't OC the cpu over 4.3 ghz. @1.2V.

You could try a bigger water cooler but not all the haswell's are great overclockers. Especially prior to the haswell refresh, there were issues with the tim compound application between the chip itself and the ihs (cpu lid). This was one of the updates intel attempted to fix during the 4690k haswell refresh "devil's canyon". It can result in varying temps between cores. As far as ability to overclock, it involves the chip lottery just like many and some silicon is just better than others. Those who get higher overclocks typically luck out and get a premium chip. 4.3 isn't terrible.
