2nd PC won't connect to the internet

first, i'm from ph and i have a dynamic type isp. i set my router and 1st pc to automatic. then i connected the 2nd pc to the router with a rj45 cable. it won't connect to the internet, i checked the ip address and it has an ip of "169.254.xxx.xxx" while in the first pc the ip is "192.168.1.2" (192.168.1.1 is the default gateway). i checked if dhcp is enabled , it is , but it won't get an ip address from the router. how to fix this?

note: i tried the cable i used for the 2nd pc in a laptop, and it connected to the internet without hassle.
-i also tried reinstalling the lan driver of the 2nd pc to no avail
 
although the dhcp should work you can hard code it to see if the internet will work. just make the nic 192.168.1.3 sub mask 255.255.255.0 dg 192.168.1.1 and copy the dns off of your other computer. should make it work anyway unless it cannot see the rest of the network.

i tried to manually put the ip address,

192.168.1.3
255.255.255.0
192.168.1.1

dns 192.168.1.1 - it is still showing unidentified network , with it showing this = pc >>!!!>>network>>>XXX>>>web
