Starcraft 2, low fps on high-end machine in big battles

There are exactly 801 zerglings on the map constantly ordered to attack a single point.
GPU activity was about 40% when I was playing.
FPS counter is at 7.

I have an FX-6300 CPU and a Sapphire 7950 GPU, 8 GB RAM.
What is going on :?
Also Windows is running on an SSD.

Also I am excluding overheating as an issue as when I was stress testing the system with everything at 100%, it wouldn't even go near dangerous levels.

Also it says 169 resource stalls in ~3529ms when there are 800 zerglings.
compared to 6 in 62ms when there are under 300 zerglings.
I could try to overclock it if you guys think that will help

When it was at max - 1920x1080, when it was at minimum - 1024x768. I did the minimum test at 1920x1080 too, but it didn't result in ANY difference.

P.S. I was able to run Shadow of Mordor at maximum settings no matter how big the battle was. I know it was hard to compare, but that was a game, which while playing I could hear my GPU and CPU fans going wild (over 50%), while in SC2 they barely budge.
I am playing with Vertical Sync and no AA (as it causes all text to become sharp and unreadable, I think it might be a driver settings issue, I dont care enough to research)

Another thing is that, when I run TechPowerUp GPU-Z it says that my card work in PCI-E x4 v1.1 mode while it could be working in PCI-E x16 v3.0. But I doubt this is a problem since it ran Shadow of Mordor without any problems...
