Windows XP SP3 will not boot. says "Keyboard Failure" followed by "Alert! System battery voltage is low"

My brother's computer worked just fine up until a month ago. I had un-hooked his computer (a Dell Dimension E521) so that I could hook my old Dell desktop up, but then a month ago I tried to hook his back up as I was going to take mine with me to my grandma's house.

However, when I went to boot his up, it gets to a DOS-like screen that says:

Keyboard Failure
Alert! System battery voltage is low

It doesn't go anywhere from there, it just stays on that screen and when I turn it off and back on, it does the same thing over again.

I can't try my keyboard because it uses the old orange port and his computer doesn't have that.

I have the same problem... i have found ways to boot up but when i turn off my computer it happens again. New batteries, new keyboard, different usb port, resetting the bios... none of those things work. Will reinstalling windows work?
