Wireless Hotspot vs Data Plan

After 8 months of having only text and calling I decided that it's time for an upgrade. I found this thing called FreedomPop that gives you a hotspot for $4 a month for 500mb (4g and 3g) or free for 500mb with only 3g along with a $70 device. I really like this because I really only use it for music and email and kik. I have an iPod touch 5g and an iPad 3g to use with it. On the other hand I could get an iPhone 5c with at&t with 1gb of data for $65 a month (including the phone).
**I don't have a phone btw so I would just use texting apps if I got the hotspot**
Which one of these would be better? I don't have much money as I'm only 15 and I don't have a job. My parents won't pay for any of it because they said that if I want an upgrade, I have to buy it. Also a problem with FreedomPop is that it doesn't really work in central parts of the US. I live in Minnesota and it works by my house (4g and 3g) but I would lose 4g once I go about 50 miles from my house to the west and to the north.
If you read all the way to this point thank you. I know this is long but I have a lot of drawbacks and such. That's why I came here!

You can always try the 3G speeds and see if it works for you- or not. Streaming music is annoying when it keeps dropping out because the data buffer does not fill, but it all depends on your patience for this type of thing I suppose.

If the need is primarily music, I know I still keep my mp3 player around, so I am not always dependent on a data network to hear some music, and you could look into that as well.

Solution
I would use it with my iPod touch and that has about 13gb of music on it if I need it. And music usually loads pretty fast when my friend only has 3g on his phone. I was just wondering if it was going to be slower because it's free. But thanks for your help!
