CPU Temp Absurdly Low and Jumping Around

I just finished my first build using the FX-6300 on an MSI 970A-G43. In HWMonitor the CPU temp is down to around 9 C idle, which is impossibly low considering my house is no lower than 18. Also, it jumps around like crazy, going up to about 30 C within a few seconds, which still seems low to me for idle.

Not only that, but CPU Fan (also in HWMonitor) shows as 100% all the time, but it doesn't sound that loud. From what I've heard the AMD cooler is pretty loud, so this can't be right. What's going on? Is there a different software I should try to check this?
 
Solution
HW and Coretemp use software readings of the temps which are usually widely inaccurate. Try looking at the system temp as that is where the real temp of your CPU is.

I tried Core Temp and it's showing the same temps. I checked the BIOS and it's showing the correct temp, around 50C idle, so I guess that rules out a CPU or motherboard problem. Not sure what else could cause this.
