Ping spike while others are watching/browsing the web

My internet is constantly spiking while playing online game and people are using the internet. I've tried to setup on QoS before, but it changed nothing. Setting everyone to low priority and only my computer to high did nothing at all. Any help is appreciated.

Hardware and configuration:
Router: WRT310n
Ethernet adapter: Qualcomm Atheros AR8161/8165 PCI-E Gigabit Ethernet Controller (NDIS 6.20) (From the motherboard)
Powerline adapter: DHP-309AV
ISP and connection speed: Colba.net 4.26mbps down/ 0.25mbps upload
PC's usually connected to the network: 4

That is unfortunate. I used to live in an area where the only option was Qwest/Century Link. Download was about 10 mbps, which isn't bad, but upload speed was capped to 1.5 mbps. My gaming was awful as a result. I can only imagine how bad .25-.60 mpbs must be. You have my sympathies

Upload speeds are crucial for gaming as you are constantly communicating back and forth to the server. An upload cap of 0.25 mbps is crippling you. If anyone else is uploading on the network too, you're screwed. Can you upgrade your service or switch providers?

I used Speedtest.net once again and it reported 0.60 mbps upload. Regardless of that I have no control over the network so i can't change plans or upgrade.
