AMD 14.4 vs 14.9 WHQL Drivers - Total War: Rome 2 & TESV Skyrim

Is there any performance difference between 14.4 and 14.9 for these two games? Also is there any word on when the next AMD WHQL drivers will be released?

"GPU gets stuck in a low power state after it was previously stressed to max power"

That is my problem. After playing Rome 2 (heavy game on the GPU) I get the stutters. Thanks for your help. I've rolled back to the 14.8 WHQL drivers and things are running better. I appreciate it :)
