Gigabyte Radeon 280x crashes/flickering black screen....

I have been having issues lately with my new card....

The pc itself is:
Intel(R) Core(TM) i5-4460 CPU @ 3.20GHz
Gigabyte B85M-D3H motherboard
Video Card AMD Radeon R280x Series
Memory: 2x4 GB ram
Operating System Microsoft Windows 7 64 BIT
650W Thermaltake Power supply (BOUGHT a week ago)
3 Hard drives.

The pc is approx 3 monthes old.

What happens: I will be playing a game, my screen will flicker black for a moment... then continue back into game.... Sometimes the screen will flicker black and stay black and I will need to hard boot my pc... I have gotten the blue screen ONCE.... but the screen flickering and what not has happened probably a hundred times.... Happens mostly during intense graphic pushing games. But it has happened during youtube videos and when it DOES happen during youtube vids I get this error "amd driver stopped responding and has recovered" at the bottom right, then my audio is killed and I have to restart my pc... Not sure if this is the same issue as the flickering during games....

After about one hour of gameplay, in catalyst it says 61 Degrees Celcius. Is this too warm?

Things I have tried:
- EDIT: Used Display Driver Uninstaller to remove all traces of previous card.
- Updated Bios.
- Turning Hibernation off (This supposedly is a fix for some)
- Putting the pc into high performance (This may have fixed it a bit, because before I used to get the flickering screen every 10 minutes, since changing to this setting it happens once an hour but I did this change at the same time as turning hibernation off so it could be either or)
- I have tried underclocking in catalyst and blasting the fan to 80% but still flickers.

I am hoping you guys could help me out.... Is it possible my PSU isnt strong enough?
 
Try this, it might work.
First of all you need to TOTALLY remove all the old drivers. Use this link.

Note:
Select the respective company(i.e Nvidia or ATI) drivers to be uninstalled.
Use clean and restart option.
And then install the new drivers after rebooting.

I did use that application before I installed my catalyst and used it to remove all nvidia drivers. it was the first thing I did after I put my card into my pc.
