My personal favorite cooler is this http://www.ncixus.com/products/?usaffiliateid=1000031504&sku=102715&vpn=H240-X&manufacture=Swiftech in some tests it even out performed some of the custom loop kits for about $200. The thing is rock solid even with the stock fans it still out performs a lot of the other aio coolers with non stock fans.

I would recommend a corsair H100i if you want the "best", or the cooler master 212 EVO if you want the best bang for the buck.
Haswell is really limited overclocking anyway - but it's extremely fast. You can almost for sure get to 4.3-4.4 with a cooler master 212 EVO, and possibly 4.6-4.8 with H100i, of course it depends on how good the particular chip you got is.

The swiftech crushes pretty much every other 240mm cooler even if you run fans at 800rpm it still will blow away the overused ones like the h100i which compared to it is junk. The corsair pump is very weak. the swiftech coolers pump is 4 times more powerful, the faster you move the water though the system the cooler it will be. It still is a decent cooler but compared to a real performance aio cooler it just is an over recommended piece of junk.
